The main functions of the department are the following:
• to coordinate the process of keeping accounts;
• to prepare and present financial reports;
• to monitor accounting procedures;
• to prepare statements for regulating budget process which covers
drawing up and negotiating the university budget, general principles of
monitoring the process of budget approval and implementation and forms
of allocating budget responsibilities;
• to draw up and present budget projections to the head of
administration and afterwards to present these budget projections to the
Representative Council for their approval;
• to prepare corrected budget projections on the basis of the first half of fiscal year;
• to monitor the performance of budget indicators and suggest remedies where targets are not met;
• to pay funds from the budget to comply with specific requirements established by tax legislation;
• to draw up contracts on behalf of the university within the limits of the department’s competencies;
• to draw up contracts for the state procurement process and to
provide periodical documentation on the contract implementation process.
The Finance Department consists of three divisions: planning-financial division, accounts, and procurement.
